HEROISM AND BANALITY: THE CASE OF THE RAPEL RESERVOIR, HYDROPOLITICS AND WATER AS A RESOURCE OF POWER

Abstract

In the process of analyzing the impacts on the production, transport, and global consumption of flows–in the form of goods or services–a techno political factor always appears that triggers a series of marks and debates on the use of the territory. In the post-capitalist era, and in the duality consumable city / consumed territory, energy production and the infrastructures that produce it–and that sustain the city in the first place–are a key element in understanding the dynamics that emerge beyond the urban limits and give us clues about the complex relationship between urban consumption and its effects on surrounding territories. As an example, we will look at the Rapel reservoir case in Chile, and how this energy infrastructure embodies the intersection between power, politics, and resource management.
